1. Ugly Session Ends in an Ugly Way
The session ended in the same way that all 120 days were conducted, relentlessly driving their radical agenda with little regard for maintaining decorum and process for the legislative system. Here is a press release the House Republicans sent out describing their repeated actions to shut down debate. In my 16 years in the legislature I never experienced such abuse of the process that was the standard for 2023.
To the credit of the Republicans in both chambers, they worked together to try to stop this out of control train. Several bad bills had some of their teeth pulled out and a few really bad ones were actually killed.
It got so bad on the last vote on the last bill (SB-303) the House Republicans actually walked out on the vote to protest the way they had been treated during the debate.
My hat is off to their tireless work in this ugly session!
2. The Polis Extortion Acts
At the very end of the session two bills were introduced, ostensibly to address the coming property tax increases. However, a careful reading reveals the deeper purpose – to dismantle the TABOR spending limits. It will take a few years to play out, but the tax increases in this bill, through a compounding growth of the state government spending limits, will make returning any money to the taxpayer a thing of the past.
Ben Murrey, from The Independence Institute describes the effect of SB-303 in this short video. The essence is if the change in TABOR is approved nex November (Proposition HH) property tax rates will be slightly reduced. Due to the assesment increases propoerty taxes will still go up significantly, but with prop HH the increase will be slightly less. If the people reject the change to TABOR refunds, no property tax rate reductions. That is called extortion. And then, as if that much coersion was not enough, in the final three days of the session another bill was introduced to flaten the TABOR reductions for next year, but agind, only if Prop HH passes. This is nothing more than a brazen effort to buy votes for Prop HH.
I call this bill (HB-1311) the Son of the Polis Extortion Act. The governor should not be rewarded for this ugly government trick.
3. Larimer County Lincoln Day Dinner
With the session behind us, it is time to turn our attention to other political efforts. Here in Larimer County the Lincoln Day Dinner is set for September 9. that may seem like a long way off, but the party needs to launch the ticket sales right now is help cover the initial costs for the event. HB-1020 CONCERNING SOCIAL EQUITY LICENSES IN THE REGULATED MARIJUANA BUSINESS. First, what is a social equity license? Is it a streamlined licensing process? That may be a good idea, but not just for a privileged few. Simplify licensing, but do it for all. Better yet, get rid of most of the licensing authority of the state. Lost
HB-1057 CERTAIN PUBLIC BUILDINGS HAVE RESTROOMS WITH AMENITIES FOR ALL GENDERS. What are “all” genders? Both genders (which is self evident) or dozens of genders (which is absurd nonsense). Passed, PLV.
HB-1068 PET ANIMAL OWNERSHIP IN HOUSING This creates a whole new category of regulations for rental properties, including banning any extra deposits or rent increase for pets. Passed, PLV.
HB-1095 LIMITATIONS ON RENTAL AGREEMENTS This is a long list of what cannot be in a housing rental agreement. This will inevitably drive up the cost of renting in Colorado, which is already way too high. Passed
HB-1118 FAIR WORKWEEK EMPLOYMENT STANDARDS This looks like a union bill without the union. The bottom line is it makes it that much more complicated to hire somebody and will discourage businesses from creating more jobs and reduce potential wages for those jobs because of the additional costs of keeping employees. HB23-1154 Ballot Issue Greenhouse Gas Emissions Report More global warming nonsense. Lost in first committee
HB23-1165 County Authority To Prohibit Firearms Discharge Another gun control law which includes a prohibition on private property. Lost
HB-1171 Just Cause Requirement Eviction Of Residential Tenant More controls on rentals, increasing the cost of renting homes. Lost
HB_1185 Requirements For Recall Elections And Vacancies This is the recall protection act. It says that if a legislator is recalled, they must be replaced by someone from their own party. No longer would the voting citizens be able to switch the party for that office through a recall. Passed Senate, but partisan requirement for replacement candidates was removed from the bill. Signed by Governor.
HB-1190 Affordable Housing Right Of First Refusal Forcing property owners to give the local government 90 days to review any property sale and buy it for the same terms the owner made with a private purchaser. Passed, PLV.
HB-1202 Overdose Prevention Center Authorization This sets up illegal drug injection centers. That’s right, places where drug addicts can take illegal drugs without any legal consequences. Lost in Senate committee.
HB-1206 County Sheriffs and District Attorneys Requires all candidates for these offices to petition on to the ballot and eliminates any party affiliation from their election. This is another direct attack on the caucus system. Killed in Senate committee.
HB-1209 Analysis of a universal health-care system. First step to government funded medical care. Lost
HB-1210 Concerning Carbon Management -Just think of the possibilities here! Passed
HB-1219 Waiting Period To Deliver A Firearm Require three day wait to buy a firearm. Signed by governor.
HB-1230 Assault Weapons Ban Banning the manufacture, sale or transfer of any semi-automatic firearm that accepts a removable magazine and has a pistol grip, or other details they don’t like… Lost in House committee.
HB-1245 Campaign Restrictions on Municipality Elections Among other limitations, this bill prohibits political parties from contributing to a non-partisan race. Passed Senate.
HB-1254 Habitability of Rental Properties This bill will guarantee an increase in rental rates across the state as property owners will have to be prepared to pay significant costs if a tenant makes a habitability claim. Passed
HB-1272 (https://leg.colorado.gov/bills/hb23-1272) Tax Policy That Advances Decarbonization Tax credits for “green” products and a property tax increase for oil and gas production (where is the required TABOR vote of the people?). Passed
HB-1294 Pollution Protection Measures This is a very long bill tightening up the control the state health department will have over emission controls for businesses, including oil and gas operations. This may eliminate oil and gas operations in Colorado. Passed
HB-1309 Changes to Film Production Tax Credit Converts these tax credits to come from TABOR refunds, up to $50 million. Passed House.
HB-1311 Identical Temporary TABOR Refund or Son of Polis Extortion Act Graft for most voters to pass Prop HH. Passed, PLV.
SB-016 PROMOTE REDUCTIONS IN GREENHOUSE GAS EMISSIONS IN COLORADO This is a very dangerous bill, calling for ZERO CO2 emissions by 2050, and tightening up all target dates before that deadline. Passed, PLV.
SB-21 ORDERING OF NAMES ON PRIMARY BALLOTS This will weaken the assembly system by not making the top vote in the district assembly the top line on the primary ballot and makes all primary ballot names (by district assembly and by petition) random. It is one more step toward a jungle primary mess. My thanks to the bill sponsor for requesting the bill be killed in committee, which they did.
SB-101 Candidate Ballot Access For Primary Elections This bill will force all primary candidates to petition on to the ballot. Lost in first Committee
SB-105 Ensure Equal Pay For Equal Work More micro managing private businesses. This bill, intended to “help” employees, will discourage job growth. Passed
SB-111 Public Employees’ Workplace Protection Unionize government employees. Passed, PLV.
SB-168 Gun Violence Victims’ Access To Judicial System Allows a gun manufacturer or seller to be sued by anyone injured by a gun they made or sold to a third party. Was amended down to a nothing burger. Signed by governor.
SB-169 Increasing Minimum Age To Purchase Firearms From 18 to 21. Signed by governor.
SB-170 Extreme Risk Protection Order Petitions Expanding the red flag law. Signed by governor.
SB-175 Financing Of Downtown Development Authority Projects Extends URL tax schemes for several decades without a vote of the people. Passed
SB-184 Protections For Residential Tenants If I am reading this right, it requires a landlord to rent to the first person who applies for the property and it protects the renter from eviction if any violation of this law is claimed. There are several other absurd requirements, too many to list here. This could be the worst anti-landlord bill I have ever seen. The worst parts were amended out. Passed
SB-188 Protections for Accessing Reproductive Health Care Giving abortion doctors certain legal immunities. Signed by governor.
SB-189 Increasing Access to Reproductive Health-Care Forces medical insurance companies to provide abortions without deductibles and copays. Signed by governor.
SB-190 Deceptive Actions Regarding Pregnancy-Related Services Directly attacks crisis pregnancy centers. Signed by governor.
SB-198 Clean Energy Plans This is a very bad bill. It accelerates the push to eliminate coal fired electric utilities, putting immediate teeth into the governor’s plan to eliminate coal plants by 2030. Passed, PLV.
SB-213 Land Use Taking away local control from counties and municipalities on residential properties. Lost
SB-261 Direct Care Workforce Stabilization Board This will treat all direct care workforce people like they were in a union, run by the government! Passed, PLV.
SB23-276 Modifications To Laws Regarding Elections A very long bill (87 sections) that makes many changes to election law, including removing critical components to the recount procedures. Passed
SB-279 Unserialized Firearms And Firearm Components This makes “ghost guns” guns without serial numbers, illegal. Passed, PLV.
SB-292 Labor Requirements For Energy Sector Construction This looks like a forced union bill on big energy sector projects. Passed, PLV.
SB-301 Voting In Presidential Primary Elections Would have converted presidential elections to ranked choice voting. Lost in first committee.
SB-303 Polis Extortion Act Trade Small reduction in property tax rates for eliminating the tax refunds.
Passed, PLV with all Republicans walking out on the vote.

Finally.
This has been the most brutal session I have ever seen and the worst is yet to come, as these bills become law and begin to do their dirty work on the people of Colorado.
The range of issues in the sights of the majority party has been breathtaking, with several bills on each broad category compounding their effect. Those issues include abortion, rental properties, energy production, gun control, parental rights, elections, employment regulations, gender and so-called “equity” issues, TABOR, property taxes, laying the groundwork for socialized medical care, land use codes and more nonsence global warming hysteria over “carbon.”
Elections have consequences and this year’s general session is a stark reminder of what that really means.
2. Election Integrity – The Bad News
Here are two articles that speak to the critical need we have to face the problems we have in our election systems and fix those problems before we lose our republic. The first is called Unrigging Our Elections. This article reviews the problems we are facing with the current elections systems in our country and some general suggestions on how to deal with these problems.
3. Election Integrity – The Good News
The second article looks at what Florida did to their election laws in 2021. In the 2022 elections the results were highly suspicious across the country, except in Florida. This article, focused on a Federal court ruling which upheld their election laws, also give the specific details of what they did to fortify their election systems.
Our republic depends upon election integrity and well earned confidence in that integrity. Today we have neither in Colorado and the results of the 2023 legislative session reflect that reality.
4. General Session Bills
616 bills have been introduced, and with three days to go, that will probably be the final total. It is possible for a bill to be passed in three days, but this year’s backlog of bills makes the possibility of pouring more into the mix very improbable. I have seen some really bad bills in past sessions, but never so many on such a wide range of issues. The session will finally be over Monday night.

Special Report
The Polis Extortion Act of 2023
Yesterday, with seven days left in the session, The Polis Extortion Act was introduced in the Senate. The official title for the bill is Reduce Property Taxes And Voter-approved Revenue Change. SB-303. However, I believe the more accurate title is The Polis Extortion Act because the bill offers limited (and very complicated) property tax rate reductions, but only if the voters approve eliminating most of the TABOR spending limitations on state government. That is the definition of extortion by public officials.
The Polis Extortion Act is designed to never again return any excess state government revenues to the people! This eliminates the last significant component of the Taxpayers’ Bill of Rights (TABOR). It should also be noted that even with these minor property tax rate reductions, because of the sprialling housing prices, property owners will still see higher property taxes next year.
The Polis Extortion Act was introduced yesterday, heard in appropriations today (party-line vote) and will be debated in the Senate second reading tomorrow. This bill is on a fast track for approval before the session ends next Monday. It is a clear example of the radical policies that Polis is forcing on the people of Colorado.

1. I Am Done With Fox
I have been trying to stay away from Fox News for the last couple of years, but with their firing of Tucker Carlson, I know it is time to send them a strong message: Woke is wrong. Denying the reality of election fraud is wrong. Playing along with the global warming hysteria is wrong. Not defending the unborn is wrong.
There are a few good people still working at Fox, but for some time I have been observing a hard-left spin in their daily news output. Their treatment of Carlson simply underscores the reality that Fox has become another mainstream media machine that parrots the party-lines of the powerful elite.
BTW, here is a speech Tucker gave at the Heritage Foundation last Friday night, before he knew of his firing. It is a refreshing picture of somebody who rejects the party-lines. No wonder he got fired…
2. Polis Signs Gun Control Bills
Yesterday Polis signed the extreme gun control bills on his desk and it made national news (which, predictably, on Fox News was supportive of his actions). In my opinion the worst bill, SB-168, holds the prospect of eliminating the manufacturing and sales of firearms across the country, if the courts do not throw out this dangerous law. And in any event the mischief it will do in the short run cannot be over estimated.

SB-169 Increasing Minimum Age To Purchase Firearms From 18 to 21, SB-170 Extreme Risk Protection Order Petitions Expanding the red flag law, and HB-1219 Waiting Period To Deliver A Firearm Require three day wait to buy a firearm.
The so-called assault weapons ban was killed last week, but the overall attack on our Second Amendment rights continues with full force.
3. Message from the New President of CCU
Colorado Christian University has just appointed Eric Hogue to be the new president of the university. Here is his guest editorial, just published by the Denver Gazette. His observations on the state of higher education are spot on.

610 bills have been introduced so far. I have never seen such a backlog of legislation at the end of the session, but it is to be expected due to the radical nature of so many of the bills. The session will finally be over in ten days.

That may be a good idea, but not just for a privileged few. Simplify licensing, but do it for all. Better yet, get rid of most of the licensing authority of the state. Passed second committee
HB-1057 CERTAIN PUBLIC BUILDINGS HAVE RESTROOMS WITH AMENITIES FOR ALL GENDERS. What are “all” genders? Both genders (which is self evident) or dozens of genders (which is absurd nonsense). Passed House, PLV.
HB-1068 PET ANIMAL OWNERSHIP IN HOUSING This creates a whole new category of regulations for rental properties, including banning any extra deposits or rent increase for pets. Passed Senate, PLV.
HB-1095 LIMITATIONS ON RENTAL AGREEMENTS This is a long list of what cannot be in a housing rental agreement. This will inevitably drive up the cost of renting in Colorado, which is already way too high. Passed Senate
HB-1118 FAIR WORKWEEK EMPLOYMENT STANDARDS This looks like a union bill without the union. The bottom line is it makes it that much more complicated to hire somebody and will discourage businesses from creating more jobs and reduce potential wages for those jobs because of the additional costs of keeping employees. HB_1185 Requirements For Recall Elections And Vacancies This is the recall protection act. It says that if a legislator is recalled, they must be replaced by someone from their own party. No longer would the voting citizens be able to switch the party for that office through a recall. Passed Senate, but partisan requirement for replacement candidates was removed from the bill. HB-1190 Affordable Housing Right Of First Refusal Forcing property owners to give the local government 90 days to review any property sale and buy it for the same terms the owner made with a private purchaser. Passed Senate committee, PLV.
HB-1202 Overdose Prevention Center Authorization This sets up illegal drug injection centers. That’s right, places where drug addicts can take illegal drugs without any legal consequences. Lost in Senate committee.

1. Assault Weapons Ban Bill Killed in Committee
After hundreds of citizens showed up for the hearing for HB-1230, late in the night four Democrats voted with the four Republicans on the committee to defeat the bill, 8-5. This was a rare victory for constitutional rights in a session where almost all of the bad bills are flying through the session. The concern voiced by the concurring Democrats was the threat of lawsuits, which would have been richly deserved if the bill had become law. Unfortunately all of the other gun control bills have not been killed.
BTW, Here is what the Colorado constitution says, in part, about the Right to Bear Arms (Article II, Section 13): “The right of no person to keep and bear arms in defense of his home, person and property, or in aid of the civil power when thereto legally summoned, shall be called in question;…”
All of these gun control bills call that right into question.
2. Fox News settlement with Dominion
Dominion and Fox have settled their lawsuit with a $700,000,000+ payment to Dominion, which has caused some to think that Fox News was guilty of reporting false information about Dominion and Dominion must have been innocent of any election fraud. As I understand the case, the question was whether Fox News officials were intentionally promoting false information, which they considered to be false, but reported it anyway and it damaged Dominion.
The settlement settled nothing about Dominion’s equipment and software, because no court examined any of that evidence. Further, I have never used Fox News as my source for any of the evidence that does point to election fraud. This case has no bearing on my assertions that there are significant reasons to suspect Dominion’s equipment does not deliver accurate election information. Please read Mesa County reports 1, 2 and 3 before drawing any other conclusions. Or look at all of the election issues in recent Arizona elections, particularly the 2022 race for governor.
Unfortunately Dominion continues to hide the facts and instead they conduct lawfare against all who dare to call for transparency and proven accuracy in our elections. Your vote should never be held hostage by a private company, especially a company that shows such hostility to the citizens’ right to know exactly how their vote is counted.
3. US House Speaker McCarthy Demands Spending Restrictions
When Speaker McCarthy was appointed there was a lot of energetic debate and many rounds of voting. Here is a brief video that gives the background on how that came about and what it yielded. I recommend setting aside about 10 minutes for this great example of something going right in Congress.
If this holdout had not happened I seriously doubt the Republicans would have had the backbone to demand significant spending controls before allowing the debt ceiling to be increased.

1. Another Big Bill, this One on Elections
SB-276, Modifications To Laws Regarding Elections is a very long bill (87 sections) that makes many changes to election law, including removing critical components to the recount procedures. The bill also eliminates references to precincts, further abandoning the concept of local, neighborhood elections.
And, in a slap at the current secretary of state, prohibits the department of state from paying for any advertising of declared candidates. Last year Griswold spent $1,000,000 with a TV ad right before the election. The bill, sponsored by the senate president, has already passed its first committee, with a party-line vote.
There is a lot minutia in the bill, but being so big, there are probably some critical changes that may go unnoticed until it becomes the law of the land.
2. A Refreshing Senate Committee Hearing
Here is a Senate hearing on a bill that I quite enjoyed watching. Unfortunately was in Texas. I submit it for your consideration to remind us all that there are some sensible leaders in several states that are accomplishing good things for their citizens. This one is concerning displaying the Ten Commandments in public schools. This is a far cry from Colorado schools that are more prone to promoting transgenderism.
I must admit that I know and work with the the sponsor of this particular bill, and the first panel who testified for the bill. If you have the time watch the proceedings for at least the first 20 minutes. After reporting on the Colorado legislature for these past few months it is good to get a wider perspective on what is currently happening in other parts of the country. However, back here in Colorado, on Friday Polis signed the three extreme abortion bills I have earlier reported on (listed below). On the national scene Polis tries to present himself as a moderate, or even libertarian Democrat. Don’t buy the lie. He is the most radical and extreme political leader Colorado has ever endured.

2. Judicial Watch Settles Colorado Lawsuit
This is a breath of fresh air for elections in Colorado! The lawsuit that Judicial Watch filed against the Colorado Secretary of State in 2020 for dirty voter registration roles has been settled with an agreement that Colorado will be reporting to Judicial Watch the following information for the next six years:
• The total number of registered and eligible voters, active voters, and inactive voters.
- The total number of address confirmation notices sent to Colorado voters pursuant to the National Voter Registration Act (NVRA), the number received back confirming or changing an address, and the number that were undeliverable or not returned.
- The total number of registrations addresses removed pursuant to key provisions of the NVRA.
This will not automatically cure Colorado’s incredibly corrupted voter registration roles, but it does set the stage for vast improvements if the county clerks will become aggressive advocates for squeaky clean registration roles in their counties.

3. The “J6 Choir” Sings our National Anthem Every Night
Here is a rendition of our national anthem you will never forget. It is sung by the political prisoners the Biden Administration is still holding in prison. It is heart-breaking to think our nation has stooped to such despicable tyranny, but inspiring to hear the resolve and faithfulness still burning in the hearts of these patriots.
Let us never forget them and not rest until they are released and the monsters who are persecuting these U.S. citizens have been given all that they deserve.
4. Rally for Parental Rights Was a Huge Success

HB-1020 CONCERNING SOCIAL EQUITY LICENSES IN THE REGULATED MARIJUANA BUSINESS. First, what is a social equity license? Is it a streamlined licensing process? That may be a good idea, but not just for a privileged few. Simplify licensing, but do it for all. Better yet, get rid of most of the licensing authority of the state. Passed second committee
HB-1057 CERTAIN PUBLIC BUILDINGS HAVE RESTROOMS WITH AMENITIES FOR ALL GENDERS. What are “all” genders? Both genders (which is self evident) or dozens of genders (which is absurd nonsense). Passed first committee PLV.
HB-1068 PET ANIMAL OWNERSHIP IN HOUSING This creates a whole new category of regulations for rental properties, including banning any extra deposits or rent increase for pets. Passed House
HB-1095 LIMITATIONS ON RENTAL AGREEMENTS This is a long list of what cannot be in a housing rental agreement. This will inevitably drive up the cost of renting in Colorado, which is already way too high. Passed Senate committee PLV.
HB-1118 FAIR WORKWEEK EMPLOYMENT STANDARDS This looks like a union bill without the union. The bottom line is it makes it that much more complicated to hire somebody and will discourage businesses from creating more jobs and reduce potential wages for those jobs because of the additional costs of keeping employees. HB23-1154 Ballot Issue Greenhouse Gas Emissions Report More global warming nonsense. Lost in first committee
HB23-1165 County Authority To Prohibit Firearms Discharge Another gun control law which includes a prohibition on private property. Passed House
HB-1171 Just Cause Requirement Eviction Of Residential Tenant More controls on rentals, increasing the cost of renting homes. Passed House
HB_1185 Requirements For Recall Elections And Vacancies This is the recall protection act. It says that if a legislator is recalled, they must be replaced by someone from their own party. No longer would the voting citizens be able to switch the party for that office through a recall. Passed Senate, but partisan requirement for replacement candidates was removed from the bill.
HB-1190 Affordable Housing Right Of First Refusal Forcing property owners to give the local government 90 days to review any property sale and buy it for the same terms the owner made with a private purchaser. Passed Senate committee, PLV.
HB-1202 Overdose Prevention Center Authorization This sets up illegal drug injection centers. That’s right, places where drug addicts can take illegal drugs without any legal consequences. Passed House
HB-1206 County Sheriffs and District Attorneys Requires all candidates for these offices to petition on to the ballot and eliminates any party affiliation from their election. This is another direct attack on the caucus system. Passed House
HB-1209 Analysis of a universal health-care system. First step to government funded medical care. Passed first committee, PLV
HB-1210 Concerning Carbon Management -Just think of the possibilities here! Passed first committee, PLV
HB-1219 Waiting Period To Deliver A Firearm Require three day wait to buy a firearm Passed Senate, PLV
HB-1230 Assault Weapons Ban Banning the manufacture, sale or transfer of any semi-automatic firearm that accepts a removable magazine and has a pistol grip, or other details they don’t like… Passed Senate first committee. Passed Senate, PLV.
HB-1245 Campaign Restrictions on Municipality Elections Among other limitations, this bill prohibits political parties from contributing to a non-partisan race. Passed first committee, PLV.
HB-1254 Habitability of Rental Properties This bill will guarantee an increase in rental rates across the state as property owners will have to be prepared to pay significant costs if a tenant makes a habitability claim.
HB-1272 (https://leg.colorado.gov/bills/hb23-1272) Tax Policy That Advances Decarbonization Tax credits for “green” products and a property tax increase for oil and gas production (where is the required TABOR vote of the people?). Passed first committee, PLV.
SB-016 PROMOTE REDUCTIONS IN GREENHOUSE GAS EMISSIONS IN COLORADO This is a very dangerous bill, calling for ZERO CO2 emissions by 2050, and tightening up all target dates before that deadline. Passed second committee PLV
SB-21 ORDERING OF NAMES ON PRIMARY BALLOTS This will weaken the assembly system by not making the top vote in the district assembly the top line on the primary ballot and makes all primary ballot names (by district assembly and by petition) random. It is one more step toward a jungle primary mess. My thanks to the bill sponsor for requesting the bill be killed in committee, which they did.
SB-101 Candidate Ballot Access For Primary Elections This bill will force all primary candidates to petition on to the ballot. Lost in first Committee
SB-105 Ensure Equal Pay For Equal Work More micro managing private businesses. This bill, intended to “help” employees, will discourage job growth. Passed third committee, PLV
SB-111 Public Employees’ Workplace Protection Unionize government employees. Passed first, PLV
SB-168 Gun Violence Victims’ Access To Judicial System Allows a gun manufacturer or seller to be sued by anyone injured by a gun they made or sold to a third party. Passed House, PLV
SB-169 Increasing Minimum Age To Purchase Firearms From 18 to 21. Passed House.
SB-170 Extreme Risk Protection Order Petitions Expanding the red flag law. Passed House, PLV.
SB-175 Financing Of Downtown Development Authority Projects Extends URL tax schemes for several decades without a vote of the people. Passed Senate.
SB-184 Protections For Residential Tenants If I am reading this right, it requires a landlord to rent to the first person who applies for the property and it protects the renter from eviction if any violation of this law is claimed. There are several other absurd requirements, too many to list here. This could be the worst anti-landlord bill I have ever seen.
SB-188 Protections for Accessing Reproductive Health Care Giving abortion doctors certain legal immunities. Passed House, PLV.
SB-189 Increasing Access to Reproductive Health-Care Forces medical insurance companies to provide abortions without deductibles and copays. Passed House, PLV.
SB-190 Deceptive Actions Regarding Pregnancy-Related Services Directly attacks crisis pregnancy centers. Passed House, PLV.
SB-198 Clean Energy Plans This is a very bad bill. It accelerates the push to eliminate coal fired electric utilities, putting immediate teeth into the governor’s plan to eliminate coal plants by 2030. Passed first committee, PLV.
SB-213 Land Use Taking away local control from counties and municipalities on residential properties
SB-261 Direct Care Workforce Stabilization Board This will treat all direct care workforce people like they were in a union, run by the government!

1. Rally for Parental Rights on April 6
Next Thursday there is a big rally planned at the Colorado state capitol for parental rights and against several bills in the legislature, including the mental health assessment bill, HB-1003. It will start at 10:00 AM and conclude before the 1:30 PM committee hearing for HB-1003. Next week the CHEC homeschool rally will be at the capitol on April 13 and the Convention of the States rally will be on the following week, on April 20.
2. Kari Lake’s Fight for Election Integrity
The governor’s race in Arizona is one more example of why there is good reason to question the integrity of our election systems. The Republican candidate, Kari Lake is determined to get a court to actually look at the facts, but it has been hard to find a judge that has the courage to deal with this vital question. Finally the Arizona Supreme Court remanded the question of signature verification back to a lower court who had previously found a way to dismiss the suit without looking at the facts.
This could also end up a dead end if the judge finds another way to weasel out of the case, but Kari is persistent and that is what it takes to force judges to do their job when it comes to election issues. For more information click here.
3. Preventing School Shootings in Colorado
Here is a great article by Joy Overbeck that, in the wake of the recent Nashville school shooting, highlights Colorado’s law that allows schools to have an immediate response team at their school at all times, without hiring any additional staff. This is a part of the 2003 concealed carry law that more local school districts are now utilizing.

Special Report
After shutting down debate during an extraordinary Saturday session the Speaker of the House demanded an unprecedented Sunday morning session (which is continuing as of this writing at 7:30 PM) to conduct third reading and final votes on the Second Amendment busting bills. These bills include SB-170, expanding the red flag law, and SB-168 which is designed to force firearms manufacturers and dealers to end all sales in Colorado. This is because it makes them legally liable for any damage that may result from the use of a firearm they made or sold.
I am sending this special report because this weekend underscores how out of control the majority in the Colorado legislature has become. And it is not just the Second Amendment that is in their sights.
Among the 30+ worst bills listed in my Lundberg Report are several aimed at property owners, ostensibly defending the renters in Colorado, but each new, and extensive regulation on the property owners is actually driving up the cost of housing and treating the property owner as a renter from the state.
There are also bills trashing the rights of parents, including the parents right to simply know and/or control what medical and mental health is being pushed on their children. HB-1209 is laying the groundwork for a complete takeover of medical care in Colorado. HB-1202sets up illegal drug injection centers.
After making abortion legal in every way in Colorado last year they are now going after pregnancy caring centers with unfair trade practice laws, making abortion reversal treatments illegal (so much for their mantra about “choice”). SB-189 forces medical insurance companies to provide abortions without deductibles and copays and SB-188 grants abortion doctors extraordinary legal immunities.
SB-198accelerates the governor’s plan to eliminate coal fired electric utilities, putting immediate teeth into the governor’s plan to eliminate coal plants by 2030. And this push to eliminate our state’s primary source of electric power is while they continue to push for all electric vehicles!
HB-1057 will require public buildings to accommodate the schizophrenic woke ideology for “genders” in their bathroom construction and HB-1020 introduces the concept of social equity (CRT) in state licensing policies.
I could go on, but you get the idea. The 2023 Colorado legislative session is destroying our state. They are coming for our guns, our cars, our property, our children, our health, and our lives.
The Republican minority is valiantly fighting against these extremely dangerous changes to our state, but as of today, all of these bills are passing and now the House is even taking away the minority party’s right to properly debate these outrageous bills.

You can still send emails tonight and Monday to the House Judiciary and Health and Insurance Committee who will both be hearing three pro-abortion bills on Tuesday, March 28th. SB23-188, SB23-189 and SB23-190 all have issues with first amendment and religious freedom. They are extremely dangerous to the Colorado citizenry, Why? For example, SB23-189 will force employers and insurers to cover the cost of abortions, transgender surgeries and sterilization services. Hence, the employees will off-set costs with their insurance premiums. It also eliminates parental notification of minors who get an abortion, oral or surgical contraception (and other medical procedures) most parents would want to be consulted on and informed. SB23-190 will take away the choice for women to reverse a chemical abortion and bans pregnancy centers from advertising their life affirming services. Narrowing a woman’s ability to assess fully her healthcare options and available resources.
Testify against the Bills
The second thing you can do is testify against SB23-188, SB23-189 and SB23-190. All three abortion bills will be heard this Tuesday, March 28, 2023. SB23-189 will be heard in the House Health and Insurance Committee around 10:00 am in the House Committee Room 0112 on the ground floor of the capitol.
SB23-188 and SB23-190 will be heard in the House Judiciary Committee at 1:30 pm in the Old State Library on the second floor of the capitol. This is the last opportunity for the public to testify against these bills.
There are 3 ways to testify. The best way is in-person (most impactful). If you are interested in testifying in-person and would like to meet up with other like-minded people who are also testifying, please reply to this email or contact Jan Cook at JanetECook@proton.me. It’s best to write out your testimony to read it at the hearing. Generally, testimony is limited to 2 – 3 minutes. Err on 2 minutes. You do not need to be an expert to testify. 1. SB-198 Puts Teeth in Governor’s Goal to End Coal for Colorado
SB-198 will make the governor’s fantasy about ending coal fired electric utilities a nightmare for Colorado citizens. It essentially accelerates the end of coal power by adding a new target of reducing CO2 output for electric utilities by 46% in 2027. The bill also requires that the plans for those reductions be submitted in 2024.
In layman’s terms this means that the governor’s “goal” is actually a mandate which kicks in immediately. This is a train wreck that, in a best case scenario, will mean significantly higher electric prices across the state. But more probably, given their plans for converting all cars to electric and the war on gas appliances, etc., I expect we will simply not have enough electric power to serve the needs of our growing state. That means brownouts, blackouts and probably life-threatening situations on the coldests nights in future winters and heat waves in the summer.
Of course, Polis will be long gone by then and we will be left with the chaos.

HB-1020 CONCERNING SOCIAL EQUITY LICENSES IN THE REGULATED MARIJUANA BUSINESS. First, what is a social equity license? Is it a streamlined licensing process? That may be a good idea, but not just for a privileged few. Simplify licensing, but do it for all. Better yet, get rid of most of the licensing authority of the state. Passed first committee
HB-1057 CERTAIN PUBLIC BUILDINGS HAVE RESTROOMS WITH AMENITIES FOR ALL GENDERS. What are “all” genders? Both genders (which is self evident) or dozens of genders (which is absurd nonsense). Passed first committee PLV.
HB-1068 PET ANIMAL OWNERSHIP IN HOUSING This creates a whole new category of regulations for rental properties, including banning any extra deposits or rent increase for pets. Passed House
HB-1095 LIMITATIONS ON RENTAL AGREEMENTS This is a long list of what cannot be in a housing rental agreement. This will inevitably drive up the cost of renting in Colorado, which is already way too high. Passed House third reading
HB-1118 FAIR WORKWEEK EMPLOYMENT STANDARDS This looks like a union bill without the union. The bottom line is it makes it that much more complicated to hire somebody and will discourage businesses from creating more jobs and reduce potential wages for those jobs because of the additional costs of keeping employees. HB23-1165 County Authority To Prohibit Firearms Discharge Another gun control law which includes a prohibition on private property. Passed House
HB-1171 Just Cause Requirement Eviction Of Residential Tenant More controls on rentals, increasing the cost of renting homes. Passed House
HB_1185 Requirements For Recall Elections And Vacancies This is the recall protection act. It says that if a legislator is recalled, they must be replaced by someone from their own party. No longer would the voting citizens be able to switch the party for that office through a recall. Passed first committee in Senate.
HB-1190 Affordable Housing Right Of First Refusal Forcing property owners to give the local government 90 days to review any property sale and buy it for the same terms the owner made with a private purchaser. Passed House
HB-1202 Overdose Prevention Center Authorization This sets up illegal drug injection centers. That’s right, places where drug addicts can take illegal drugs without any legal consequences. Passed House
HB-1206 County Sheriffs and District Attorneys Requires all candidates for these offices to petition on to the ballot and eliminates any party affiliation from their election. This is another direct attack on the caucus system. Passed House
HB-1209 Analysis of a universal health-care system. First step to government funded medical care. Passed first committee, PLV
HB-1210 Concerning Carbon Management -Just think of the possibilities here! Passed first committee, PLV
HB-1219 Waiting Period To Deliver A Firearm Require three day wait to buy a firearm Passed first committee in Senate
HB-1230 Assault Weapons Ban Banning the manufacture, sale or transfer of any semi-automatic firearm that accepts a removable magazine and has a pistol grip, or other details they don’t like… Passed Senate first committee.
HB-1245 Campaign Restrictions on Municipality Elections Among other limitations, this bill prohibits political parties from contributing to a non-partisan race.
HB-1254 Habitability of Rental Properties This bill will guaratee an increase in rental rates across the state as property owners will have to be prepared to pay significant costs if a tennant makes a habitability claim.
SB-016 PROMOTE REDUCTIONS IN GREENHOUSE GAS EMISSIONS IN COLORADO This is a very dangerous bill, calling for ZERO CO2 emissions by 2050, and tightening up all target dates before that deadline. Passed second committee PLV
SB-21 ORDERING OF NAMES ON PRIMARY BALLOTS This will weaken the assembly system by not making the top vote in the district assembly the top line on the primary ballot and makes all primary ballot names (by district assembly and by petition) random. 1. Budget Bill is Up Next
The Joint Budget Committee (JBC) is wrapping up their preparation of the “Long Bill,” which is the major appropriations bill for the session. It has not yet been introduced, but we do know that the bottom line is just shy of 43 Billion dollars. That is about double what I saw when I served on the JBC. The Long Bill will be introduced in the Senate first, for a about of week of consideration, then the House and after nearly 100 amendments are tried the bill goes back to the JBC, who usually strip out most of the amendments and return it for final approval with few changes from what they originally introduced.
2. More on the Radical Abortion Bills
Last week I reported on three abortion bills that were just introduced before I published. I have had more time to consider them and, if anything, they are worse than I originally thought. They are very comprehensive bills and my description here is a limited and imperfect description of how extreme and radical this will make Colorado abortion and child mutilation (“gender affirming’) laws.
The first bill, SB-188, “Protections for Accessing Reproductive Health Care,” grants extraordinary legal protections to medical personnel who engage in abortions or “gender-affirming health-care services,” which are code words for gender mutilation surgery, often on minor children.
It prohibits any medical insurance company from refusing to pay or not include a provider in their network because they work in the abortion industry.
This bill also grants authority to sue in civil court anyone who may be suspected of violating Colorado’s “Reproductive Health Equity Act.”
The second bill, SB-189, “Increasing Access to Reproductive Health-Care,” requires “large employer plans, on and after January 1, 2025, to provide coverage for the total cost of abortion care without policy deductibles, copayments, or coinsurance.”
SB-189 also allows minors access to contraceptives and other services without parental knowledge or consent.
Additionally, in section 11 of the bill it requires payment for transportation through Medicaid to facilitate an abortion: “TRANSPORTATION SERVICES INCLUDE EXPENSES FOR TRANSPORTATION TO MEDICAL SERVICES THAT ARE PROHIBITED FROM COVERAGE PURSUANT TO SECTION 50 OF ARTICLE V OF THE COLORADO CONSTITUTION.” This section is unbelievable, because section 50 of Article V of the Colorado constitution prohibits direct or indirect funding of abortions by the state of Colorado. This section of this bill directs the Medicaid department to blatantly violate the Colorado constitution!
The final bill, SB-190, “Deceptive Actions Regarding Pregnancy-Related Services,” is an all-out attack on pregnancy caring centers. Repeating from my report last week, here is a direct quote from the bill:
“…anti-abortion centers, also known as “crisis pregnancy centers” or “fake clinics”, aim “to prevent abortions by persuading people that adoption or parenting is a better option”; Anti-abortion centers are the ground-level presence of a well-coordinated anti-choice movement;”
The bill is setting up pregnancy caring centers to be in violation of fair trade practices because they encourage adoption and parenting.
And this bill makes abortion reversal drugs illegal in Colorado.
Taken together, these three bills are a clear message that in Colorado law killing unborn children and mutilating those who were fortunate to avoid the abortionist’s knife is not only tolerated, it is encouraged and celebrated and anyone who dares to stand in their way will be crushed.
God help us in these dark times of such widespread evil.

Special Report- New Officers for the Colorado GOP
Last Saturday the Colorado Republican State Central Committee chose the officers for the party. The chairman is David Williams, vice-chairman is Priscilla Rahn and Secretary is Anna Ferguson. I offer my hearty congratulations and offer to help them in any way they consider appropriate.
My bid for the chairman position was unsuccessful, but the campaign was productive in many ways. All of the candidates engaged in several forums where I believe iron sharpened iron and we all came out with a better understanding of what it will take to turn our party and state back to solid principles of good, limited government.
I also thank everyone who did so much for my campaign. It is a great encouragement to see such passion and energy from so many who are in our battle for liberty. Do not lose hope. If we are following God’s guidance and the principles in His Word, we are on the right path and He will always lead us to His ultimate victory.
In these very challenging times we must never, never, never… never give up!
Finally, several people have asked me for the text of my nomination speech last Saturday. Here it is, in its complete form. When I delivered the speech I did cut out a couple of paragraphs toward the end due to the time constraints of the nomination presentation.
Nomination Speech for Colorado GOP chairman on March 11, 2023
Thank you Amy and Paul. Here, with some of my wonderful family- I accept your nomination.
Our children were little when I first ran for office. I knew my responsibility then as a father was to do all I could to preserve a prosperous world for them, rich with liberty! But I see my grandchildren now coming into a land where even gender is up for debate. I don’t think our kids are safe in Colorado. We need to change that.
I have followed God’s leading, with every victory, and He has led me.
Because I did not give up in the difficult times, I stayed the course and those challenges became a springboard that has brought us to this moment where a very important decision must be made- Will I be the one to lead this state back to Liberty.?
We are suffering at the will of Jared Polis. The Democrats sought to communize Colorado, and they are on a rabid path to victory. Unless we fervently step in and secure our elections- they will win.
They have diminished what a woman is, the sanctity and value of life. The perversion passed as education is used to groom our children and alienate parents. It demands our action. Polis has made it nearly impossible to afford to live in this once conservative state. But that’s not enough. The left is at war with our self-determination; our self–governance, as our Constitution defines.
We have exploding inflation, skyrocketing crime, and our cities are becoming a wasteland of homeless camps. And yes, they are after your guns! Every Republican in this state ought to be outraged and ready to help.
The moment has come to take a stand- We must say NO- we will not allow our life and our liberties to be tossed aside and our government allowed one more inch of our freedom!
We must take the ground back! God gave us this responsibility and God will establish the work of our hands. It is time to rise up together and say NO MORE! As Reagan said- “if we can’t make them see the light, they must feel the heat!”
So yes, I do accept this nomination to be Your Republican Chairman and I make this agreement with you:
Priority from day one will be to Close our Unconstitutional open primaries! We will not turn our party vote over to those who do not support, agree or even like us! We have a Republic to stand for and will build a platform that will be the guide for Colorado Republicans.
We will have victories again- to do that, we will expose the fools-gold standard of our elections. and fix Colorado’s broken election system.
And the grassroots- maybe you know them, they showed up at the last state assembly and showed so much passion and zeal, they, we, cannot be ignored. I will be working with you. You are the engine needed for success.
We will capture that energy and that America First passion and we will WIN!
Will You stand with me to take back our state?
Will you stand with me to ask God to give us a future for our children?
Will you stand with me to forge the party of Lincoln, of Reagan and of Donald Trump as we face the future together and weather every storm, knowing God is with us, Who can be against us?!
Finally, My personal promise to you:
I will be fully transparent with our state party finances, and I will not be taking a six-figure income.
I don’t need to tell you that we are at war. Right now, our people need courageous and experienced leadership.

1. State GOP Party Chairman Campaign
Today is the day of decision for the state GOP chairman race. I will report the results as soon as I can – after from recovering from the race myself…
2. Democrats Introduce New Abortion Bills
After last year’s extreme abortion bill was put into law it seemed the advocates for abortion had gotten everything, but now they have rolled out three new bills that go further, SB-188, SB-189 and SB-190 which directly attacks crisis pregnancy centers.
Here is a direct quote from the bill. It gives a sense of the spirit of this legislation:
“…anti-abortion centers, also known as “crisis pregnancy centers” or “fake clinics”, aim “to prevent abortions by persuading people that adoption or parenting is a better option”; Anti-abortion centers are the ground-level presence of a well-coordinated anti-choice movement;”
This bill goes on to outlaw abortion reversal drugs and gives language that is threatening the future of crisis pregnancy centers in Colorado.

1. State GOP Party Chairman Campaign
My campaign for GOP party chairman is in full swing. I have been a part of several candidate forums, met with groups in many counties and have been conducting Zoom meetings with individuals from across the state.
Next week is a very busy time as the campaign wraps up on Saturday, March 11, with the vote by the State Central Committee. For more information on my plans and priorities for the Colorado Republican Party go to the front page of this website: KevinLundberg.com.
Some people have asked me if they could help in any way. I am already grateful to those who have helped address letters, stuff and stamp the letters, called central committee members (I could still use more people to help here) and several have organized meet and greet events for my campaign for state chairman. With six candidates currently in the race it is a very competitive situation.

Next Saturday morning, as the state central committee gathers at the Embassy Suites Conference Center we need as many supporters to be there to hold signs, banners and hand out buttons and information. 1. State GOP Party Chairman Update
As I reported last week, I am running for the Chairman position for the Colorado Republican Party. The election will be held on March 11. Debates and forums are in full swing. I am also organizing a series of informational Zoom calls for the state central committee members (and anyone else interested in listening in). I will release more information on these calls early next week.

2. Democrats Introduce Gun Control Bills
On Friday the Democrats rolled out four big gun control bills. They are now in my worst bill list below. HB-1219 Requires a three day waiting period to buy a gun. SB-168 Allows a gun manufacturer or seller to be sued by anyone injured by a gun which they made or sold to a third party. SB-169 increases the minimum age to purchase firearms from 18 to 21. SB-170 expands the red flag law to allow certain licenced professionals to report citizens for gun confiscation.
When the Democrats tried to run bills like this several years ago there was a huge backlash that resulted in some of them losing their office, including the Senate President. Should this year be any different?

1. I Am Running for the State GOP Party Chairman
Last Thursday I announced my candidacy for state chairman of the Colorado Republican Party. The Republican state central committee will meet on March 11 to select the chair, vice-chair and secretary positions for the Colorado GOP. Several people are seeking this position (seven as of this writing), so there should be many opportunities for healthy debate before the meeting convenes in Loveland on March 11.
I am offering my skills for this election cycle and I bring to the table my active involvement with the Colorado GOP for many decades, 16 years in the legislature, and my deep desire to bring the party back to the solid principles the Party of Lincoln was originally founded upon.
Here are the specific priorities I have identified (so far) that should be addressed as soon as possible by the Colorado Republican Party.
Fix the Brand
We are the party of common sense, rooted in liberty loving, small government, family friendly, God-given principles. The other party has become the party of leftist Wokeism, as Arkansas Governor Sanders aptly put it, “The dividing line in America is no longer between right or left. The choice is between normal or crazy. “.. Aggressively challenge any other narrative.
Challenge the Unconstitutional Open Primary
Let Republicans and Democrats and every other political party pick their own candidates in their primary elections. We must challenge the unconstitutional open primary in federal court as soon as possible.
Support the Grassroots
Rather than a top down management, make it a bottom up style for the Colorado Republican Party. The most important people for our party are individual Colorado citizens who are locally engaged with with vital issues in their communities.
Fix Colorado’s Broken Election System
Do everything possible to make Colorado’s elections transparent, secure, and accurate. It is essential that the Citizens of Colorado have justifiable confidence in our elections.
Defend and Fortify the Caucus System
We must build our caucus system into a robust, grassroots force of local citizen engagement. Make caucus night a celebration of our God-given freedoms across the state of Colorado. Once every two years we have the opportunity to “reboot” our system, starting with local caucuses. This must be a top priority to reinvigorate the Colorado GOP and renew our inalienable liberties for all of Colorado.
Build a New Unity Around the Party’s Principles
As government grows, liberties diminish. As government is held to its proper, limited role, the citizens prosper. These values, first so eloquently expressed in the Declaration of Independence, are the solid principles of our party. We must firmly stand for these values, and if we do I am confident many more honest, hard-working Colorado citizens will rally to our cause.

Unlike the opinions of some, I think competition for the state chair position is a good process. It should bring out many fresh ideas for the party.
I am looking forward to this chance to refine all of our thoughts and come up with the best plan we could possibly develop.
2. El Paso County Organizational Meeting
For the past few weeks I have reported extensively on the El Paso County Organizational Meeting. It was held last week and many people attended. 444 were credentialed to vote and in the end the current chair was overwhelmingly re-elected, along with excellent choices for the vice-chair, the secretary and 28 bonus members. This was good news for a county that has endured more than enough of the inter-party battles that inevitably crop up from time to time among volunteer organizations.

HB-1068 PET ANIMAL OWNERSHIP IN HOUSING This creates a whole new category of regulations for rental properties, including banning any extra deposits or rent increase for pets.
HB-1095 LIMITATIONS ON RENTAL AGREEMENTS This is a long list of what cannot be in a housing rental agreement. This will inevitably drive up the cost of renting in Colorado, which is already way too high. Passed first committee PLV.

1. Legislature Continues to Attack Liberty and Prosperity
As the bills continue to pile up (342 so far), the pattern of the last several years continues. Good bills die in their first committee on party-line votes and the bills that strip away parental authority (HB-1003), drive up the cost of housing (HB-1068, HB-1095, HB-1171), promote CRT ( HB-1171), promote unionization ( HB-1171, HB-1118, SB-105) run after global warming nonsense (HB23-1154, SB-016) and erode our Second Amendment rights (HB23-1165) flourish. There are so many battles to fight in committee, it is hard to even keep the score straight. Further, rumors about even more repressive bills continue to circulate around the Capitol. The old saying that as long as the legislature is in session our liberties are at risk is certainly accurate in 2023 Colorado.

4. CDC Adds COVID Jabs to Immunization Schedules
The CDC is doubling down on their insistence that everyone take multiple jabs for COVID, starting at 6 months! By adding the COVID shots to their regular immunization schedules state and local health authorities often pass this on to their immunization requirements. It is particularly troubling that they put children as young as 6 month olds in this list, as the shots are not fully tested, especially for this age category.

1. SB-101 Threatens to Eliminate Caucus and District Assembly System
As I reported in a special report two days ago, SB-101 will radically change how primary candidates are selected in Colorado. For all of the details scroll down to the February 2 special report on this page.
2. Report on Special Republican Central Committee Meeting
This last Tuesday, January 31, the chairman of the state party called a special meeting to consider taking over the El Paso county party’s organizational meeting. The meeting was held virtually, on the Zoom platform. That system, while a great way to hold informational meetings, was entirely inadequate to allow a proper presentation of such a contentious controversy and the result was far less than satisfactory. The final vote was a close decision with the motion passing by a few votes. Unfortunately that did not settle the issue, as now there will be competing El Paso meetings and a lawsuit has already been filed. This special meeting did not fix anything, it just ramped it up to a statewide controversy.

The one takeaway for everyone is never try to settle such a controversy without giving both sides adequate opportunity to present their cases and giving the committee enough time and information to make a well reasoned decision. Further, carefully follow the law when going down such a road. In this case the chair of the state party ignored the two week time limitation set in the party bylaws, further dooming the outcome of this meeting.
3. Egg Yoke and COVID
Here is a curious angle to the egg situation in our country. I really don’t know what conclusions to draw, but it is certainly odd that, in a paper published back in 2020, to quote the abstract: “It might be a feasible tool for the prevention and control of ongoing COVID-19.” And now, in 2023 we are experiencing a severe egg shortage. Hmmm…
4. NJ Republican Lawmaker Killed in Apparent ‘Targeted’ Attack
This report has not received much attention, but I think it worthy of noting that this “Republican member of a New Jersey borough council” was doing all the right things, and apparently gunned down in a “targeted attack.”

Special Report
Most of my reports are published weekly. However, from time-to-time something needs to be posted immediately.
SB-101, Candidate Ballot Access For Primary Elections, was introduced this week. It is essential that every Republican seeking an office at their county party organizational meeting reveal their position on this bill that will end all district assembly votes for primary candidates!
The main purpose and authority vested in the caucus and assembly process is to place party candidates on the primary ballot. It is the most grass roots way of selecting candidates, giving We the People a front row seat in the election process. SB-101 will eliminate all of this, requiring all candidates to petition on to the primary ballot. SB-101 will also allow unaffiliated voters to sign those petitions, further diminishing the influence of Republican, and Democratic voting citizens over their party’s ultimate general election candidates.
It should also be pointed out that the Senate and House prime sponsors to SB-101 are Republicans! This bill will strip the Republican Party in Colorado of most of it’s influence and ability to promote the core values of the Republican Party. I cannot state in strong enough terms how devastating this will be to the state of Colorado.
What is left is the pay-to-play rich man’s game of buying their way onto the ballot with petitions.
All county party organizations have until the 15th of this month to conduct their organizational meetings, electing their party officers and bonus members. Every candidate for those offices should be held accountable for their position on this dangerous piece of legislation.
If you are on any county Republican central committee make sure you know how everyone seeking office in your county party stands on this critical issue before casting your vote for any of them.

1. Attention All Republican State Central Committee Members
If you are on the Republican state central committee you should know that there is a special meeting next week, January 31, to consider a controversy that has been brewing in El Paso county for quite some time. I am disappointed that the state chair decided to call this meeting, but I urge all committee members to attend, or I should say watch…
It is being conducted as a zoom virtual meeting, which I fear will not afford an adequate opportunity for the debate needed for the serious questions this meeting will consider. It is also concerning that one side of this controversy has not been given the courtesy of having their written response distributed by the party prior to the meeting. I have prepared a more extensive discussion on this matter, including the information the chair of the state party has chosen to not distribute on the grounds that it contains a personal attack. In my opinion the charges from the other side of the issue also contain a personal attack, which is probably inevitable, given the incendiary nature of these accusations. This is a lengthy essay. 2. $12k for the Homeless in Denver
Not to be outdone by other big cities in a race to the bottom, over eight million dollars is being distributed to the homeless with no strings attached. The goal is to help them get back on their feet, which is a good goal. However, color me a bit skeptical that giving out $1000 a month for a year with no accountability attached is the best way to help. It is also interesting to note that it is a private group, but they are using a great deal of public money from Denver and the state. Read more about this here.
3. School Choice is Alive and Well Across the Nation
Here is a great article on legislation across the nation to promote school choice. Not mentioned in the article, HB-1079 INCOME TAX CREDITS FOR NONPUBLIC EDUCATION is a bill idea I first introduced nearly 20 years ago and somebody has carried it here in Colorado every year since then. The idea is sound, but the teacher’s union is opposed to it. I don’t hold out much hope for its passage with today’s legislature, but I commend Rep. DeGraaf for taking on this worthy cause.
4. CDPHE Report
Here is a comprehensive slide deck from the Colorado Department of Public Health and Environment. This is, in my opinion, the most powerful department in the state of Colorado. They are the government busybodies that control a great deal of our lives, but they are rarely seen on the front page of the paper. I include this report they gave to the legislature because every responsible citizen needs to know what they are all about. If you have some time, takes a serious look at this visual report.

HB-1029 CONCERNING MEASURES TO PROHIBIT REQUIRING ADMINISTRATION OF A COVID-19 VACCINE TO A MINOR WITHOUT INFORMED CONSENT.
HB-1038 CONCERNING THE REPLACEMENT OF A CATALYTIC CONVERTER THAT HAS BEEN STOLEN FROM A MOTOR VEHICLE It would make it more possible and economical to replace a stolen catalytic converter. Lost in first committee, PLV.
HB 1044 “SECOND AMENDMENT PRESERVATION ACT” This bill is designed to prohibit enforcement of federal laws that infringe on the right to bear arms.
HB-1050 USE OF DEADLY PHYSICAL FORCE AGAINST A PERSON WHO HAS MADE AN ILLEGAL ENTRY INTO A PLACE OF BUSINESS The business version of the make my day law.
HB-1054 CONCERNING REAL PROPERTY VALUATION This bill will smooth out the property tax explosion we will see if this bill does not pass.
HB-1055 PROHIBIT WIRELESS NETWORKING VOTING SYSTEMS They say the machines don’t have wireless connections, how about making it the law?
HB-1063 REDUCTION OF STATE INCOME TAX RATE to 3.5%

HB-1080 RELIABLE ALTERNATIVE ENERGY SOURCES This bill encouraged nuclear and hydro power.
HB-1085 RURAL ENERGY EFFICIENT BUILDING CODES Extends the dates that rural areas have to adopt these new, restrictive codes.
HB-1086 DUE PROCESS ASSET FORFEITURE ACT This places reasonable limits on civil forfeiture actions.
HB-1119 ABOLISHING ABORTIONS IN COLORADO The bill title says it all. Thank you Rep. Bottoms for sponsoring this bill. With Roe overturned this is no longer an academic exercise. To vote against this bill is to condemn thousands of children to certain death. To vote for the bill is to give them life!
SB-025 “IN GOD WE TRUST” SPECIAL LICENSE PLATE
SB-026 PROHIBITING DISCRIMINATION BY FINANCIAL INSTITUTIONS BASED ON ENVIRONMENTAL CRITERIA This will prohibit a bank from discriminating against a borrower because of a perceived environmental impact from the loan. The bill is designed to stop woke virtue signaling in the banking industry. Lost in first committee, PLV.
SB-079 NUCLEAR ENERGY AS A CLEAN ENERGY RESOURCE This bill states the obvious: nuclear is a clean energy.
The worst bills:
HB-1003 “SIXTH THROUGH TWELFTH GRADE MENTAL HEALTH ASSESSMENT ACT” Pass this and schools may start acting like mental health wards.
HB-1020 CONCERNING SOCIAL EQUITY LICENSES IN THE REGULATED MARIJUANA BUSINESS. First, what is a social equity license? Is it a streamlined licensing process? That may be a good idea, but not just for a privileged few. Simplify licensing, but do it for all. Better yet, get rid of most of the licensing authority of the state.
HB-1057 CERTAIN PUBLIC BUILDINGS HAVE RESTROOMS WITH AMENITIES FOR ALL GENDERS. What are “all” genders? Both genders (which is self evident) or dozens of genders (which is absurd nonsense).
HB-1068 PET ANIMAL OWNERSHIP IN HOUSING This creates a whole new category of regulations for rental properties, including banning any extra deposits or rent increase for pets.
HB-1095 LIMITATIONS ON RENTAL AGREEMENTS This is a long list of what cannot be in a housing rental agreement. This will inevitably drive up the cost of renting in Colorado, which is already way too high.
HB-1118 FAIR WORKWEEK EMPLOYMENT STANDARDS This looks like a union bill without the union. The bottom line is it makes it that much more complicated to hire somebody and will discourage businesses from creating more jobs and reduce potential wages for those jobs because of the additional costs of keeping employees.
SB-016 PROMOTE REDUCTIONS IN GREENHOUSE GAS EMISSIONS IN COLORADO This is a very dangerous bill, calling for ZERO CO2 emissions by 2050, and tightening up all target dates before that deadline.
SB-21 ORDERING OF NAMES ON PRIMARY BALLOTS This will weaken the assembly system by not making the top vote in the district assembly the top line on the primary ballot and makes all primary ballot names (by district assembly and by petition) random. It is one more step toward a jungle primary mess. My thanks to the bill sponsor for requesting the bill be killed in committee, which they did.

1. Revisiting 2022 Election Results
Here is an interesting analysis, published by CNN right after the November election. It is a deep dive into their exit polling. What it shows makes the reported election results look very questionable. In almost every category the Democrats were in deep trouble, compared to previous years. And yet, the reported vote tallies did not reflect this trend in any way, except in Florida. Hmmm, how can this be? Bear in mind, these are not polls before the election. Exit polls are the day of the election and should be the most accurate poll of an election.
I do not include this to rehash the 2022 as much as to say we must fix the broken, vulnerable and hidden parts of our election process. Again, to review these numbers, click here.
2. MLK Day in the Colorado House
Please spend a few minutes watching the speech that Representative Bottoms gave during debate on a resolution honoring Martin Luther King. It is ten minutes long and can be found here.
3. Is Global Warming Settled Science or Junk Science?
This week the WEF, World Economic Forum, has been sounding the alarm over global warming, again. Their “fix” is to embark on an economic suicide plan, guaranteed to drive the whole world into poverty and immense suffering. But their initial premise is terribly flawed. Global warming is not about to destroy the planet, that is fear mongering of the highest order.
I have a book, written about a decade ago called Unstoppable Global Warming… Every 1500 years. I think that sums up the situation pretty well. We are in a gradual warming period, which has happened many times before. This week Complete Colorado published an article on NOAA, the National Oceanic and Atmospheric Administration, based here in Colorado. This analysis clearly demonstrates they are bending over backwards to try to prove their dire predictions, but those predictions just don’t hold up to serious scrutiny. Read it here.
BTW, on a related topic, here is an article on how electricity is and will be rationed when too many EV cars get on the road. Put this on the insane public policy list, as there is not enough electrical generation today, and when the Polis regime in Colorado and other extremist leaders around the world shut down coal and eventually gas powered utilities, it will become an immense crisis.

2. National Ban on All Gas Stoves?
Some cities in California already ban gas appliances in new construction, and I have heard that Fort Collins is also heading down this road. However, this call to nationalize this policy has stirred up a lot of people. I have since learned that the study being cited was deeply flawed and the food being cooked often gives off more fumes than the gas from the stove.
3. Supreme Court rejects Challenge of 2020 Election
I reported on this possible SCOTUS case several weeks ago. The court decided against looking at it. It is not very surprising, as they always receive hundreds of requests to consider, but it is still a disappointment that they are turning a blind eye to this long-term problem that must be fixed.
4. 31,000 Invitations to Vote Sent to Non-citizens in Colorado
Here is an interesting article about the “mistake” by the Colorado secretary of state before the 2022 election (did I mention she was on the ballot?)
5. Its All a Coincidence?
Here is a spoof on the CDC ignoring the innumerable heart attacks of seemingly healthy people. BTW, this came out before Elvis Presley’s 54 year old daughter died this week. Again, it was another “heart attack” victim. What a coincidence!

1. TABOR Turns 30
30 years ago TABOR became law in Colorado. It has been a rough ride ever since then as the big government advocates have repeatedly tried to dismantle this incredible policy for the citizens of Colorado. But the essence of TABOR continues to bless our state.

This is a national story about a new technology being tried out at airports, but it has a local side as Denver International is a part of the experiment. Bear in mind that this digital information will probably be kept as a permanent record of the citizens it snags in this scheme.
